Kieran joined PBA in 2014. Based in the Practice’s London office, he has extensive experience in providing town planning advice across all sectors, in particular major aviation projects, affordable housing, leisure and residential sectors.
Kieran has a wide knowledge of planning and environmental policy, development control strategies, and planning appraisals, as well as development planning legislation and policy and local authority structures and working practices.
His past experience includes significant projects around Heathrow, including British Airways’ new corporate headquarters, hotel developments and residential schemes on surplus MoD land. He was also part of the local authority team that presented evidence to the Terminal 5 Public Inquiry, and subsequently managed and led a planning consultant team providing advice to BAA’s Terminal 5 Project team on the preparation, submission and negotiation of planning applications.
Kieran has acted as lead consultant to National Grid on a number of critical infrastructure planning submissions in Leicester and Fleet for nationally significant projects.
Recent PBA projects he has worked on PBA include a mixed-use scheme at Sharpness Docks in Stroud and a 2,000+ residential unit scheme with associated rail and road infrastructure improvements, health, education and commercial floor space through the Local Plan process in Essex.
Kieran has secured planning permission for a new production and research and development facility in Rugby for the London Taxi Corporation; secured residential permissions for various clients in London and is advising BT plc/Avanti on new infrastructure in Cornwall.
