Cathy joined PBA in 2015 and has over 12 years’ experience in planning and property consultancy. She has an undergraduate degree Economic History and Geography (First Class) from the University of Edinburgh and a postgraduate degree in Urban and Regional Planning (Distinction) from Heriot-Watt University.
Her experience combines both development management and plan making work. Cathy has extensive retail and town centre planning experience including obtaining planning permissions for Tesco across London and the South East as part of their superstore expansion programme, securing planning permissions for retail-led schemes for operators and developers including Waitrose, Next, Stadium and Hammerson, providing strategic advice to REITs on longer-term opportunities on their existing assets, as well as providing advice to local planning authorities and Central Government on town centre strategy in the face of an increasingly challenging market for the UK High Street.
She retains a commercial and delivery-focused approach to her work across strategic planning matters including leading on sub-regional growth strategy, functional economic market assessments, employment land reviews, strategic housing market assessments and strategic infrastructure planning across the country including London, the Midlands, the South East, the North East and Northern Ireland.
