Keith Mitchell

Keith obtained a scholarship with RM Douglas Construction in 1978 and studied Civil Engineering at Southampton University. He joined Peter Brett Associates in 1984, was invited into partnership in 1994, and was elected chairman of PBA in 2010, with responsibility for the strategic development of the Practice. As PBA joins forces with Stantec, Keith takes the lead on the strategic development and delivery of PBA’s Community Development & Infrastructure services to clients.

Keith’s professional experience encompasses a range of national infrastructure and infrastructure planning projects, transport led development and growth strategy projects, and town centre and urban regeneration schemes in the UK, Europe and Australia. He remains actively involved in some of PBA’s most high-profile projects, including the leading PBA’s involvement in developing the master plan for Old Oak Common, and the preparation of a spatial framework for the Northern Powerhouse.

Keith has made a significant contribution to the development of the wider profession. He acted as Chairman of the Transport Planning Society in 2001, was Chairman of the Transport Planning Skills Initiative between 2002 and 2004, the TPP Professional Standards Committee between 2008 and 2010, and the Transport Apprenticeship Trailblazer between 2014 and 2018. He is now a trustee of the Activate Learning & Education Trust.

Keith has also made a significant contribution to policy development. He was a member of the Outer London Commission between 2015 and 2017, a member of the BCSC High Street Restructuring Working Group between 2016 and 2017, and was Board Chairman of the National Infrastructure Planning Association from its inception until 2015. He is currently leading the NIPA Insights II research programme, and contributing to the CIHT programme of Better Planning, Better Transport.
