Scotland Freight Fares Review

As part of its National Ferries Plan, Transport Scotland committed to a comprehensive review of freight fares for the first time in decades.

PBA was commissioned to undertake this nationally significant piece of work. The review led by our team was the first of its kind on the Transport Scotland ferries networks in terms of an evidence-based approach to fare setting.

Our final research paper was used by Transport Scotland to inform its review of options for future freight fares, with the new fares regime implemented in 2016.
